Ask for more time before the existing PPI deadline

A Potentially Prejudicial Information letter gives an applicant or affected party an opportunity to comment on information that may adversely affect an Immigration New Zealand decision. A deadline extension request is not the substantive response to those concerns. Its narrower purpose is to explain why a complete response cannot reasonably be delivered by the stated date and to request a precise replacement date.

Send the request as soon as the delay becomes apparent. Address it to the officer or team identified in the PPI letter, quote the application reference and state both the current deadline and the requested new date. Avoid asking for an undefined period such as “more time” or “a few extra weeks.”

What makes an extension request credible

The strongest request connects the delay to a specific item needed for the PPI response. It should show that the applicant, representative or employer has acted promptly rather than waiting until the final day.

  • A genuine reason: Identify the external event, provider delay, appointment availability or document-retrieval problem preventing completion.
  • A defined outstanding item: Name the police certificate, medical information, employment record, financial document, translation or other material still being obtained.
  • Steps already taken: Give the dates on which the document was requested, the provider was contacted or an appointment was booked.
  • Supporting proof: Attach receipts, appointment confirmations, provider correspondence or evidence of follow-up when available.
  • A realistic new date: Request only the time reasonably needed and explain why the material is expected by that date.

How much additional time should be requested?

There is no single extension period that should be treated as guaranteed for every New Zealand PPI letter. The response date in the actual letter remains the starting point, and the immigration officer retains discretion over whether extra time will be granted.

Immigration New Zealand’s November 2024 Visa Pak 604 concerns PPI letters and requests for information in the employer accreditation and job check gateways under Accredited Employer Work Visa processing. In that specific context, it says that up to five additional working days is generally considered reasonable in most circumstances. It also says that longer periods may be considered case by case where the circumstances are compelling and relevant. This guidance should not be converted into a universal entitlement for every visa category or every type of PPI letter.

A request for a longer period should therefore explain why a shorter extension would not solve the problem. For example, provide the confirmed appointment date, the document provider’s stated processing time or the expected release date supplied by an overseas authority.

The attachment should demonstrate the delay rather than merely repeat the applicant’s statement. A vague claim that a document is “taking longer than expected” is less persuasive than a dated receipt and a provider message confirming when the document is likely to become available.

Do not use an information request as the only explanation

Visa Pak 201 addresses situations in which an applicant requests information under the Privacy Act or Official Information Act and then asks for the PPI deadline to be aligned with the information-request timeframe. The guidance says officers must be satisfied that there is a genuine reason for an extension and indicates that an information request alone is not generally expected to justify delaying the PPI response.

Explain why the requested information is necessary to answer a particular concern raised in the PPI letter. Do not simply state that an official information request has been lodged and assume that the PPI process will pause until it is completed.

What to do after sending the request

  1. Send it through the email address, online account or submission method stated in the PPI letter.
  2. Keep the sent email, upload receipt or other proof showing when the request was submitted.
  3. Continue gathering documents and preparing the substantive PPI response.
  4. Check for written confirmation of the revised date.
  5. If no confirmation arrives, do not silently assume that the requested date has been accepted.
  6. If some useful material is already available, consider submitting it while explaining what remains outstanding.

Keep the extension request separate from the full PPI response

The extension request should identify the outstanding work and the reason additional time is needed. It does not usually need to contain every factual argument, legal submission or supporting document intended for the final PPI response.

However, the request should not conceal information already available or create the impression that preparation has not begun. Where practical, state what has already been obtained and what remains dependent on a third party. The full response can then address each concern in the PPI letter, explain any disputed facts and connect every explanation to supporting evidence.
