Form N-14 is used during a pending naturalization case when a USCIS officer needs more information, documents, or forms before deciding the Form N-400. A response cover letter does not replace the requested evidence. Its job is to identify the case, show the notice timeline, and map each notice item to the material supplied.
Let the Form N-14 control the response
Read the entire notice before preparing the packet. Confirm the notice date, response due date, office or upload channel, receipt number, and every requested item. Do not substitute a general USCIS mailing address for the address printed on the notice.
The USCIS Policy Manual states that an officer may issue a Request for Evidence on Form N-14 after the naturalization examination. It describes a 30-day response period and allows up to three additional days when USCIS mailed the request. The date shown on the notice should still control the filing plan because the notice gives the case-specific deadline and delivery instructions.
What the cover letter should establish
- Case identity: applicant name, Form N-400 receipt number, A-Number when available, and the Form N-14 notice date.
- Response timing: the due date printed on the notice.
- Request-to-evidence matching: each requested item followed by the exact document, record, or explanation supplied for it.
- Document order: evidence arranged in the same sequence as the requests unless the notice gives another order.
- Limited request: a respectful request that USCIS add the response to the record and continue adjudication of the pending N-400.
Build a response map before assembling the evidence
Copy each request from the notice into a separate line. Next to it, identify the document by its full name, date, issuer, and exhibit label when one is used. A vague statement such as “documents attached” makes the packet harder to review. A precise response tells the officer what was supplied and why it answers that request.

Name the exact evidence, its date or period, its issuer, and what point it addresses. If no document exists, state the reason and identify any alternative record.
Arrange the response without overriding the notice
- Follow any instruction to return a copy of Form N-14, place a notice page first, or use a provided envelope.
- Place the cover letter where the officer can identify the case and response contents immediately.
- Order the supporting records to match the sequence of requests on the notice.
- Use short exhibit labels only when they make a multi-document response easier to follow.
- Include complete translations and translator certifications when required for a foreign-language record.
- Keep a full copy of the final response and proof of timely delivery or upload.
When a requested record is unavailable
Do not leave the request unanswered. Identify the missing record, explain the steps taken to obtain it, and state why it is unavailable. Then describe any secondary evidence supplied. The explanation should be factual and supported by receipts, agency correspondence, court letters, archive searches, or other records when available.
A cover letter should not claim that a substitute document is legally equivalent unless that point is supported. It should simply explain the document trail and allow USCIS to evaluate the response.
Responses that may need legal review
Consider advice from a qualified U.S. immigration attorney when Form N-14 concerns arrests or charges, tax compliance, long trips or possible residence breaks, prior immigration statements, selective service, marital history, alleged false testimony, or another issue that could affect statutory eligibility or good moral character. A polished cover letter cannot repair a legal problem by itself.
