Build a cover letter that identifies the pending case, follows the order of the RFE, and connects each requested item to the matching exhibits. The notice controls the filing address, submission method, and response deadline.

Your RFE Response Cover Letter
The draft will identify the case, separate each requested item, and produce an enclosure index.
An RFE response cover letter works as a case identifier, response map, and enclosure index. It should not bury the requested proof inside a long narrative. Each section should state what USCIS asked for, give the direct answer, and point the officer to the exact exhibit that supports it.
Use the RFE notice as the packet outline
USCIS may request evidence because required proof was missing, a submitted record was no longer valid, or the existing material did not establish the fact being reviewed. The cover letter should therefore mirror the notice rather than introduce a new sequence of issues.
Requested item: Restate the request in neutral language without changing its meaning.
Direct response: Explain the fact that answers that request. Keep the explanation tied to the pending form and the eligibility point USCIS identified.
Evidence locator: Name the exhibit and add page numbers or document dates when the exhibit is long.
Consistency check: Compare the response with the original forms, declarations, prior filings, translations, and supporting records before sending it.
A cover letter cannot cure missing proof
A polished letter does not establish eligibility by itself. The useful part of the letter is the link it creates between a requested fact and the records that prove that fact. General assurances, emotional requests, or statements that USCIS already has enough information may leave the request unanswered.
A workable response unit
- Quotes or accurately summarizes one RFE request.
- Gives a direct factual explanation.
- Identifies the exhibit that supports the explanation.
- Uses names, dates, amounts, and addresses that match the filing.
A weak response unit
- Combines several requests into one vague paragraph.
- Lists documents without explaining what they prove.
- Introduces facts that conflict with the original filing.
- Relies on the cover letter instead of the requested evidence.
Keep the packet easy to route and review
The notice may direct the filer to place an original notice, response sheet, or barcode page at the front. Follow that instruction exactly. A practical paper packet often continues with the cover letter, then each requested item and its exhibits in the notice’s order.
- Response sheet, barcode page, or original notice when Form I-797E instructs you to place it first.
- Cover letter with the receipt number, form type, notice date, due date, and enclosure index.
- Response to the first requested item, immediately followed by its exhibits.
- Response to the second requested item, immediately followed by its exhibits, continuing in the same pattern.
- Required translations, translator certifications, declarations, or document-specific certifications placed with the records they support.
- A complete copy retained by the submitting party, together with delivery or online-submission confirmation.
Do not rely on a later supplement. Prepare the requested material as one complete response unless USCIS gives different instructions for the case. An omitted item may not be curable after the response has been submitted or the deadline has passed.
Check the filing channel before sending
For a paper response, use the destination stated on the RFE. USCIS filing guidance updated on July 10, 2026 says RFE responses and similar notice responses should not be redirected to a USCIS Lockbox; follow the instructions printed on the notice. For an online-filed or linked case, the USCIS account may provide a response function for uploading the requested evidence.
The actual due date on Form I-797E controls. USCIS policy states that an RFE response period cannot exceed 12 weeks (84 days) and that officers cannot grant extra response time. Because the assigned period can be shorter than the maximum, do not calculate the deadline from the notice date when a due date is already printed.
Make exhibit labels useful
Labels such as “Exhibit A” or “Attachment 1” help only when the letter explains what the exhibit contains and what it proves. Add a short description, the relevant date range, and page references when useful. For example, “Exhibit B — joint bank statements, January through June 2026, pages 1–18” is easier to review than “bank records.”
Names: Use the same legal names and spelling shown on the pending forms.
Dates: Reconcile employment dates, residence dates, relationship dates, filing dates, and document issue dates.
Amounts: Explain differences between forms, tax records, payroll records, contracts, and bank evidence.
Translations: Include the translation and the required translator certification with the foreign-language record.
